The command line support for PDFSAM is sejda-console. This is the tool used with the application to manipulate the PDF files. It's specified on the Download page on the official website. I have also checked the sejda website, but couldn't find anything related to VBA Excel 2010. You should check the documentation list to see exactly what are the available options to embed it in other programs.
